Одним из факторов, мешающих развитию теории и практики информационного конфликта и противоборства (ИКП), является употребление множества понятий для одних и тех же процессов, а также как подведение одних и тех же процессов под разные термины, так и обозначение одним термином разных процессов.
Такое неудачное многообразие отражает отсутствие внятной объединяющей теории. Однако реальность все время движется вперед, поэтому практика, а не теория, порождает многообразие всей этой терминологии. В США это объяснили тем, что каждое министерство взяло себе на вооружение свой собственный термин. Например, госдепартамент занимается публичной дипломатией, а министерство обороны – информационными операциями.
